With the hotels in Kyoto fully booked, shifting my sights and staying at Hotel Piazza Biwako was definitely the right choice. It is close to both JR and Keihan stations, and enjoying the beautiful view of Lake Biwa from the public bath was very relaxing.

It was my first time in Otsu, but I was really impressed by Lake Biwa! Seeing it from the lakeside is great, but seeing it from the public bath is even better.

Staying in Kyoto is expensive, so I went a little further out to Otsu. The inexpensive rates felt like a good bargain.
